OPEN organiseert weer een lezing in mei, nu in Amsterdam!
Het gebruik van middelen die het bewustzijn veranderen is waarschijnlijk zo oud als de mensheid zelf. De toenemende inspanningen om dit gebruik aan banden te leggen zijn echter iets van de afgelopen honderd jaar.
Welke concrete resultaten zijn er geboekt dankzij dit restrictieve beleid? Is gebruik hierdoor daadwerkelijk afgenomen? En wordt onderzoek naar de potentiële positieve effecten van deze middelen niet juist onnodig belemmerd?
Prof. Tellegen zal aan de hand van zijn in 2007 verschenen boek de sociale, culturele en politieke achtergronden van middelengebruik – en de bestrijding hiervan – bespreken.
Hoe bemoeilijkt een verbod onderzoek en hoe zijn deze praktische complicaties te omzeilen? Drs. Maalsté vertelt hierover op basis van haar kwalitatieve onderzoek naar 'hidden populations' en zal daarbij het belang van netwerken bespreken, alsmede de ethische aspecten die aan de orde komen bij dit soort onderzoek.
In het kader van de Million Martihuana March die weer in een paar 100 steden gehouden wordt doet Amsterdam weer haar 2e cannabisbevrijdingsdag. Zorg dat je erbij bent!
Van psychologie tot farmacologie en terug; in deze lezing wordt op zowel subjectief als 'objectief' niveau bespreken wat het betekent om te trippen. Twee vooraanstaande wetenschappers geven een overzicht van actueel onderzoek naar psychedelica, naar klinische trials in de gezondheidszorg en neurale mechanismen.
Hebben psychedelica enig nut? En wat zijn de risico's? Waar liggen de mogelijkheden? Wat is bekend over de werking van psychedelica in de hersenen? In hoeverre kunnen technieken als fMRI, PET en neuroimaging iets bijdragen aan psychedelisch onderzoek. En wat zegt dit dan over bewustzijnsonderzoek?
Deze en andere interessante vragen komen aan bod tijdens onze lezingen serie (Hoe) werken psychedelica?

Tweede Cannabistribunaal
Het cannabisverbod is schadelijk voor de Nederlandse samenleving en moet zo snel mogelijk worden opgeheven. Dat is de stelling van het tweede Cannabistribunaal, op maandag 3 mei in Den Haag. Deskundigen op het gebied van cannabisbeleid gaan in debat met het publiek. Ook discussiëren woordvoerders van politieke partijen over de vraag hoe het verder moet met cannabis na de verkiezingen.
Iedereen die (positieve of negatieve) ervaringen heeft met het cannabisverbod wordt opgeroepen op dit tribunaal te komen getuigen. Hoe moeten we cannabis reguleren? Is een volledig verbod beter dan gedogen? Moeten we naar een vorm van regulering zoals bij alcohol? Iedereen die meent een belangrijk argument te hebben voor of tegen de stelling, is van harte welkom!

For thousands of years, people around the world have been growing cannabis, coca leaves, opium and other plants in order to use them as a medicine for body and mind, or for other useful purposes..
Since 1961, following the dictates of a UN Convention that is applied in almost all countries of the world, these plants are prohibited. People have been killed, tortured, imprisoned, stigmatised and ruined for growing, trading or consuming them. Today, more than 200 million people worldwide continue to use these plants
It is time to initiate new strategies in international drug policy.
Prohibition has caused more problems than solutions.
Non-repressive strategies are needed to deal with the drug issue, strategies that do not criminalise producers nor consumers, that are aimed at reducing risks related to drugs within a legal framework in which human rights are respected.
We ask the UN today to establish the right of every adult citizen of the world to grow and possess natural plants for personal use and non-commercial purposes, using all technical equipment that is available for this. At the same time, individual countries should be allowed to experiment with policies that are not based on a prohibitionist regime.
The italian antiprohibitionists and the hard core prohibitionists of America are focussing on the Fifth National Conference on Drugs 12-14 that is going to be held in the same days in Triest (Italy) as in Vienna in the former Austrian Seaside Beach. Even Costa is invited on the saturday conference.
This conference aims to support the development of front line practitioners, managers and commissioners, and give delegates the opportunity to have their say on important issues of the day. This year's plenary presentations will cover: the alcohol and drug strategies, the future of treatment, and empowerment and self help. Breakout sessions will cover a range of issues, including: the new NICE guidelines; the updated "orange book" clinical guidelines; BBV's; education & prevention; ethical practice; working with trans-gender & trans-sexual clients; Narcotics Anonymous; working with people with learning disabilities; human rights and drugs; families; needle exchange; peer mentoring & advocacy; and brief interventions on alcohol.
The European Coalition for Just and Effective Drug Policies (ENCOD) will send a delegation to the UN Ministerial Summit on Drugs that will take place in Vienna between 10 and 13 March.

Why to demonstrate and why now? In 1998, the representatives of governments gathered in New York at the United Nation’s General Assembly’s Special Session on Drugs (UNGASS). The meeting was dominated by the slogan: “A Drug-Free World: We Can Do It”.
After 10 years, we see that the global drug war could not achieve its goal and caused a lot of unintended consequences: massive imprisonment of people, the spread of HIV/AIDS and overdoses, violent crime and corruption, humanitarian crisis in producer countries. High level governmental delegates are gathering on March 11-12 in Vienna to discuss the past 10 years and adopt a new Political Declaration on drugs.
This is time to make our voices heard loud and clear: we need to change international drug control policies and put human rights and harm reduction in the focus instead of criminalization and eradication!

Coca 2009: van vervolging tot voorstel
Ervaringen uit het verleden en perspectieven voor een toekomstig EU beleid ten aanzien van het cocablad en een mogelijke markt voor legale cocaproducten in Europa.
Op 4 maart 2009, van 15.00 tot 18.30 hs, organiseert ENCOD een debat in het Europees Parlement in Brussel.
Verschillende Leden van het Europees Parlement, vertegenwoordigers van sociale organisaties en experts uit Europa, Noord- en Zuid-Amerika zullen aan dit debat meedoen. Een definitief programma zal binnenkort gepubliceerd.
De bedoeling van dit evenement is zoveel mogelijk steun uit Europa te genereren voor het voorstel dat de Boliviaanse regering de week nadien zal presenteren op een VN-vergadering in Wenen.
Diverse instanties in binnen- en buitenland hebben gezegd dat de huidige NL drugsnota niet werkt, en dat er dus sneller een nieuwe moet komen. In juni moet hij klaar zijn, in maart komen alle wetenschappers en ervaringsdeskundigen bijeen. Als jij ook mee wilt beslissen kun je tot maart je inbreng naar de politieke partijen doorsturen.

Op donderdag 19 februari houdt Stichting Open een informatieve bijeenkomst over Ibogaïne en de verslavingszorg, georganiseerd door Stichting OPEN, platform ter bevordering van academisch onderzoek naar psychedelica.
De bijeenkomst vindt plaats van 17:00 tot 20:00, aan de Universiteit van Amsterdam, en betreft de vertoning van de documentaire "Ibogaïne – Rite of Passage" van Ben de Loenen, een lezing en een debat over het gebruik van Ibogaïne bij de verslavingsproblematiek.
De documentaire "Ibogaïne – Rite of Passage" laat het belang van Ibogaïne zien voor mensen die in de problemen zijn geraakt met drugs. Tevens is er aandacht voor het traditionele gebruik van Iboga in het Bwiti-geloof.
Tijdens het debat zullen zowel de voor- als nadelen van Ibogaïne besproken worden. De sprekers die zich over het dilemma zullen buigen zijn o.a. Ben de Loenen, Gerrit van Santen en Joep Oomen. Na afloop is er ruimte voor vragen en opmerkingen vanuit het publiek.
Over Ibogaïne:
Ibogaïne is de werkzame stof van de plant "Tabernanthe Iboga," die traditioneel gebruikt wordt bij overgangsrituelen en healing in de Bwiti-cultuur in West-Afrika. In de jaren zestig ontdekte de Amerikaan Howard Lotsof de anti-addictieve werking van ibogaïne en sindsdien zijn er meer en meer aanwijzingen dat ibogaïne grote potentie heeft voor de behandeling van polidrugverslaving.
Over Ben de Loenen:
Ben studeerde in 2004 cum laude af aan de faculteit Audio Visuele Media aan de HKU in Utrecht. De 2,5 jaar dat hij de film 'Ibogaine – Rite of Passage' maakte, en de 4 jaar daarna die hij wijdde aan de educatie over dit middel op internationaal niveau, maken hem een expert in het veld van ibogaïne.
Over Stichting OPEN:
Stichting OPEN is een interdisciplinair initiatief dat onderzoek naar alle facetten van de psychedelische ervaring wil stimuleren. Het is ons doel om psychedelica te herintroduceren in de academische wereld en wetenschappelijk onderzoek naar de psychedelische ervaring aan te moedigen. Door het organiseren van lezingen, symposia en andere informatieve bijeenkomsten op universiteiten, hopen we de interesse van (toekomstige) onderzoekers te wekken. We willen eerlijke informatie verspreiden over zowel het potentieel als de risico's van psychedelica, en hopen daarmee het stigma te verminderen dat rust op onderzoek naar psychedelica. Ook willen we een virtuele ontmoetingsplek creëren voor alle studenten die geïnteresseerd zijn in het doen van onderzoek.

Op 11 december 2008 is er -met ondersteuning van het Ministerie van VWS- een symposium dat zich richt op het Nederlandse drugsbeleid en het spanningsveld tussen handhaving enerzijds en gezondheidszorg anderzijds.
Tijdens het symposium zullen de ontwikkelingen rondom het Nederlandse drugsbeleid aan de hand van de Amsterdamse situatie in kaart worden gebracht. Het symposium wil een forum bieden aan politici, beleidsmakers, onderzoekers, hulpverleners en de doelgroep zelf en een constructief dialoog openen, waarbij de verschillende belangen en behoeftes naast elkaar zullen worden gelegd.
Om mee te discussieren over de consequenties van dit beleid, met name gericht op partydrugs zoeken de organisatoren nog enkele bezoekers van dance events die hierover een mening hebben.
Het symposium zal plaatsvinden op 11 december 2008 in de Boekmanzaal in het Stadhuis in Amsterdam."

Op maandag 1 en dinsdag 2 december, 2008, vindt in Nieuwspoort, Den Haag, het Cannabistribunaal plaats. Op dit tribunaal staat de vraag centraal waar het heen moet met het Nederlandse cannabisbeleid, na ruim dertig jaar gedogen. Voor en tegenstanders zijn van harte welkom.
Het cannabistribunaal bestaat uit zes hoorzittingen en een debat met politici. De hoorzittingen worden ingeleid door een ervaringsdeskundige en twee getuigen die elk een andere visie op de zaak vertegenwoordigen. Zo komen onder andere de toekomst van de coffeeshops, het medicinale gebruik en de morele basis van het verbod op cannabis ter sprake. Inzet van het tribunaal is de stelling dat het verbod op cannabis meer negatieve dan positieve effecten oplevert. Aan het eind van elke zitting wordt in samenspraak met het publiek een conclusie geformuleerd.
Aansluitend volgt een debat met vertegenwoordigers van regering en parlement, onder leiding van oud-Kamervoorzitter Frans Weisglas.

in ons kantoor houden we deze avond een actie bijeenkomst om het nog immer op handen zijnde stompzinnige paddoverbod wederom een hak te zetten. Start 17:oouur
Er zijn vele zaken die momenteel aandacht verdienen. Als we niet snel reageren op dit aanstormend probleem en paddo's worden verboden is dat iets dat vrijwel onmogelijk ongedaan gemaakt kan worden. Iedere hulp is welkom.
Op 28 mei kan Minister Klink (volksgezondheid) op zeer ondemocratische wijze 168 soorten paddo's op lijst 1 van verdovende middelen zetten. Hij zet hiermee zijn eigen onderzoekscommissie (CAM), het Bureau Onderzoek en Rijksuitgaven (BOR), de tweede- èn de eerste kamer buiten spel! De laatste strohalm om dit op handen zijnde, absurde verbod te stoppen is dat kamerleden hem kritische vragen stellen.
Om deze reden zal de stichting Legalize! op diverse plaatsen acties voeren om ervoor zorg te dragen dat de politici niet achteraf kunnen zeggen dat ze het niet geweten hebben. BLIJF VAN DE NATUUR!
Last week the swiss Court, sentenced Cannabis agriculturist, André Fürst, the owner of Hemp-Info, to 29 months in prison and a fine of 150.000 Swiss francs (approx. 98.000 euros). Mr. Fürst’s "crime" was years of open and public development of agro-industrial ecological methods of hemp utilization, demonstrating realistic solutions to major environmental, economic, and social problems.

Mission Statement
Unfortunately, a free market in Cannabis is an economic threat to the black market in drugs, and the corrupted political establishment, economically vested in chemical- and prison-based industries. After years of global activism and harrassment by Swiss authorities, André has finally become a casualty in the global "war on herbs" being orchestrated by the United States. The U.S. has been exerting its economic influence on Swiss drug policy for years, interfering with progressive development in a nation which has traditionally been politically independent.
The authorities in many Swiss states (cantons) were, until recently, applying a pragmatic and humanistic approach to drug policies. Now the Swiss authorities have begun a "witch hunt" of their own, caving into temptations of money and power the fruits of the bad example set by the U.S. "War on [Some] Drugs [and Herbs]."
For decades, the U.S. prohibition has proven to be invariably disastrous environmentally, economically and in its tragic consequences eroding fundamental human rights. Only by dismissing the fact that Cannabis is an "herb bearing seed" and categorizing the world’s most useful plant as a "drug" have the economically corrupted courts been able to usurp control over this unique and essential, strategic natural resource. The anti-natural precedent set by Cannabis prohibition is incalculably dangerous, because it unlawfully extends the legal jurisdiction of governments over people’s Natural rights, that are the original basis for those governments.
In the future, perhaps after the Natural Order has collapsed, beyond recovery, maybe the Swiss people will wake up to reclaim the role of social progressive, properly adjusting to local attitudes of tolerance. In the meantime, free market activists, supporting the god-given right to farm "every herb bearing seed," are under pressures from the corrupted judiciary, which is absolutely unworthy of any society claiming to be "democratic."
If the Swiss National Council had agreed to revise drug legislation as federal authorities had proposed, the case of Hemp-Info would have been dismissed. André Fürst offered Switzerland a future without farmer’s subsidies, that included a workable plan to protect Swiss youth from drug criminality, that disempowered the black market, and cut off a lucrative source of financing for international terrorism.
Fribourg justice, short-sighted and dogmatic, rejected all of André’s reasonable arguments, which are based on irrefutable scientific, political, sociological and economic evidence. The Fribourg judges have failed to uphold laws that protect the Swiss people’s collective interests. The judges in Fribourg have choosen instead to favor the wealthy corporate conglomerates, the parallel, chemically-based economy and the pervasive, hypocritical, pseudo-morality that is poisoning human society with "legal" drugs, while starving most of the world’s children.
In judging André Fürst a criminal, the judiciary is pushing all farmers in the direction of corporate control. People who are ill, that rely on the proven therapeutic properties of ’marijuana’ and other forbidden plants, will now be forced to seek their chosen herbal remedies amid the dangers of the black market, as before. Cannabis users are being forced by the courts to support organized crime, while risking their health in purchasing products of unknown purity and quality.
Besides the incalculable personal tragedies inflicted on the Swiss Cannabis culture, this policy will cause considerable harm to the whole of Swiss society, and the rest of the world. The inevitable, disasterous impacts of prohibition effect everyone.
All this is happening because a phytotherpeutic ("plant healing") herb, which is safer and more useful than either "legal" tobacco and alcohol, presents a threat to the pharmaceutical, petroleum, and other chemically-based multi-national industries in Switzerland and the U.S.. Hemp-Info demonstrated that Cannabis can be used to produce everything that is currently being made from petroleum and timber, using chemically intensive methods and anti-natural resources.
When criminal groups (like the Hell’s Angels and the Yakuza) take over the Swiss Cannabis market (as has already happened in Canada, Sweden, Hawaii, and other places), everybody will bitterly regret André Fürst’s conviction. The organic products and realistic, healthful control measures which he was prosecuted for pioneering will be looked back upon as visionary.
The judiciary authorities in Fribourg must be held accountable for their limited thinking leading to an illogical decision. By favoring policies which are proven to be counter-productive to society their decision is a direct threat to the integrity of the Swiss justice system.
As a result of inducing scarcity of herbal Cannabis, predictable increases in the use of dangerous chemical drugs (including alcohol, methamphetamines, crack, heroin, cocaine, and benzodiazepines) will certainly begin to plague Switzerland, just as they have infected the U.S. and other prohibitionist countries. Organized crime, increasing spread of HIV/AIDS, deteriorating economics, and a "drug war"-impoverished infrastructure will soon degrade the quality of life for all Swiss people.
In spite of Hemp-Info’s obvious determination to base their activities on Cannabis laws proposed and supported by Swiss federal and parliamentary committees, the Fribourg Court has advanced the repressive poliices advanced by the prosecution. In particular, the Fribourg Court failed to render a clear legal decision regarding the different methods of Cannabis analysis. The results of these tests can be so erratic that they can show THC levels, varying from 0.3% to 3.0% in the same sample of hemp. The Fribourg Court also refused to assess the legal juridiction of the THC standard established by French law.
This arbitrary measure is missing any proven scientific or agronomic basis and has no authority in regard to Swiss legislation. The Court inexplicably ignored the fact that hemp is an herb, not a "drug" and certainly not a "narcotic." This decision insults the Rule of Law and the spirit of authors of the drug legislation, by disregarding or changing established legal and historically relevant definitions.
As far as Hemp-Info has not received any response to these fundamental questions and because there are other critically compelling reasons to reject this sentence, André Fürst will continue his struggle for freedom to farm Cannabis and will register an appeal of this decision with the Cantonal Court of Fribourg.
If the people of the world recognise why this case is of pivotal importance to all of our freedoms and the quality of life on this planet, then perhaps there is still hope for reversing the symptoms of imbalance that have resulted from imposed essential resource scarcity. The years of agricultural development that André Fürst has shared with the world at the demonstration project called Hemp-Info, is too valuable to be lost in such a sad and meaningless miscarriage of justice.

We hopen weer op je hartverwarmende inzet te kunnen rekenen.
We gaan het dit jaar wat anders doen als tot nu toe.
Er zal een DRUGS INFO DAG worden georganiseerd op het Spui in Amsterdam, onder het motto: Een
Tipje van de sluier. Bezoekers op deze dag komen van alles te weten. Over cannabis en andere middelen die - ondanks een 30-jarig gedoogbeleid en in tegenstelling tot alcohol - nog altijd verboden zijn. Over de gevolgen als paddo’s verboden worden. En is wiet roken nu gezond of niet? Wat moet er met de achterdeur van de coffeeshop gebeuren? En met het gedoogbeleid? Maar ook: de honderden toepassingen van hennep en de absurde strijd tegen dit natuurproduct.
Een inspirerende combinatie van informatie en entertainment is het streven.

Op zaterdagmiddag 23 juni is de premiere van de langverwachte documentaire over de wereldwijde legalisatiebeweging. De regiseur (Kevin Zaar) is een drugsvluchteling uit Zweden die al 5 jaar in exhile in Nederland leeft.

Global Marijuana March (GMM) is an annual rally held at different locations across the planet. Cannabis-related events occur on the first Saturday in May, or that weekend, or thereabouts. Marches, meetings, rallies, raves, concerts, festivals, info-tables, etc.. The home page is at GlobalMarijuanaMarch.org [1]
The Global Marijuana March also goes by the name of the Million Marijuana March (MMM). Over 400 different cities worldwide have participated since 1999. [2] [3] [4] There are local names for the event too. Such as: World Cannabis Day, Cannabis Liberation Day, Global Space Odyssey, Ganja Day, J Day, etc..
The Global Marijuana March is a celebration of the business of embracing cannabis culture as a personal lifestyle choice. Participants unite to discuss, promote, entertain and educate both consumers and non-consumers alike.
One of the main organizers since 1999 is Dana Beal and his website Cures-Not-Wars.org [5]. Another of the main organizers is CannabisCulture.com and its publication, Cannabis Culture Magazine. [3] Both Dana Beal and CannabisCulture.com people have mailed thousands of GMM-MMM posters worldwide over the years. [6]
Ook dit jaar is Legalize! aanwezig op de Highlife beurs. De tiende alweer, daarom belooft deze editie een speciale te worden. Vrijdagavond komt o.a. de POW POW movement soundsystem je oren schoonblazen. Op zaterdagavond staan er optredens op het programma van Opgezwolle, Raymzter en Lange Frans & Baas B. Dat wordt dus feest, maar daarnaast zijn er natuurlijk weer honderden stands vol met werkelijk alles dat met hennep en cannabis te maken heeft. Van kweeklampen tot waterpijpen; het is er allemaal. Verder zal de Cannabiscup weer uitgereikt worden natuurlijk en zal de beurs weer een gezellige ontmoetingsplek zijn voor cannabisliefhebbers.
Legalize! presenteert op de Highlifebeurs de plannen van het nieuwe kabinet wat betreft het drugsbeleid. De toekomst voor blowers en growers ziet er niet rooskleurig uit. Kom langs op de Legalize! stand om te zien wat jij kunt doen om Nederland te geven wat het verdient: een beter, realistisch drugsbeleid. Na ruim 30 jaar succesvol gedogen via de coffeeshops zou je mogen verwachten dat de achterdeur nou ook eens gereguleerd wordt. European alternatives on drug policies : the road to Vienna 2008
In many cities, regions and countries in Europe, affected citizens, experts and local authorities are coming to the conclusion that current drug policies based on prohibition are creating more problems than the drugs themselves.
In December 2004, a European Parliament report made clear recommendations to the EU Council and Commission to change the fundamental course of future drug policies. However, these recommendations were not taken into account in the drafting of the new EU Strategy and Action Plan on Drugs, which were adopted in December 2004 and June 2005.
On this Conference, representatives of local and regional authorities as well as civil society organisations from around Europe and beyond who work in the drug field, will present their experiences to Members of the European Parliament and representatives of EU institutions. They will reflect on the role that Europe should play in the preparation of a UN Summit on Drugs in March 2008, when global drug strategies will have to be evaluated.
The conference will have the following purposes
* to express political support to a fundamental reform of the UN Conventions on Drugs, in order to facilitate the legal space for innovative drug policies
* to explore the role of European institutions in obtaining an open debate on this reform in the UN at least in 2008,
The Conference will be an important reference for the debate on drug policies that is going on in Europe both in and outside Europe.

Op 18 oktober is het 18 jaar geleden dat Nederland een gedoogbeleid voor cannabis ontwikkelde. Het beleid is in deze dertig jaar uitgegroeid tot een goed voorbeeld van beter drugsbeleid. Nederland heeft minder cannabisgebruiker dan vele landen waar een represiever beleid geld en de scheiding der markten tussen cannabis en andere drugs doet prima haar werk. Reden genoeg om even bij stil te staan.
Er zal onder andere een petitie worden aangeboden aan enkele politici en er staat voor hen een leuke rondleiding door coffeeshops op het programma.

deze dag wordt een bijeenkomst met de titel "Drugsbeleid in Frankrijk en de Europese Unie" gehouden in een zaal van het Franse Parlement, ter gelegenheid van de 30e verjaardag van "18 juin", het jaarlijkse appèl voor legale cannabis in Frankrijk en van het gedoogbeleid in Nederland.
De bijeenkomst begint om 9 uur, en eindigt om 17.30. Het adres is 288 Boulevard Saint Germain 75007 PARIS dichtbij het metrostation Assemblée Nationale.
Onze ervaring is dat de steun voor het repressieve drugsbeleid steeds verder afbrokkelt. De groep van politici en ambtenaren die het drugsverbod tot elke prijs in stand willen houden wordt alsmaar kleiner, en het wordt tijd dat het Europese drugsdebat op een serieuze manier wordt opengebroken.
Voor deze bijeenkomst worden ook Nederlandse experts op het gebied van cannabisbeleid uitgenodigd. We hopen dat hun aanwezigheid een bijdrage kan zijn aan het slechten van de muur van de oorlog tegen drugs.

Presentation :
In 1970, France obtained the most restrictive laws in the world as regards narcotics. In 1976, the Netherlands started an experiment based on “tolerance” with regard to cannabis users. The same year, a text appeared in one of the French newspapers making a call for civil disobedience “to publicly state to have smoked cannabis on various occasions and to have, possibly, the intention to repeat. We regard as inadmissible any form of individual repression, submitted to the will of a police officer, and intend to actively support all those which would be victims”.
Context of the caucus :
In 2006, which assessment can be drawn from the French and Dutch policy ? Which assessment at the European level and the international level ? It is the object of the first session of a meeting which will proceed in the representative office of the European Parliament in Paris. During the morning, a rapid overview will give a progress report on two antagonistic models. The debate will try to give a report on exhaustive manner with a grid of socio-economic and statistical criteria.
The second part of the session will proceed on the form of an open discussion. All the interventions will be compiled in order to write a memorandum. First of all in the form of an exchange of information on the local and international events within the framework of the fight for the reform of the International Conventions. We will focus more particularly on “the political strategy” of the European Union, towards 2008.
Lastly, in an original way we will put on the table the project of the European Constitution rejected by the NO votes in France and in the Netherlands. How can the Polish plumber make the joint between the French and the Dutch model ? Make sense now by adressing some recommandations adressed to the European Commission.
We will enclose the day by a homage to the memory of Gerard Leblonde Vallièrgue, a French activist for drug policy reform who died in 2004.

De route van de demonstratie zal van de Raadhuis straat, Westermarkt, Rozengracht, Nassaukade, Tweede Hugo de Groot straat, Jan van Galen straat (hier zal een speech gehouden worden), Admiraal de Ruiterweg, Molenwerf, Velserweg, Sloterdijkerweg, naar Sloterdijk rijden. Bij Sloterdijk zal er door een aantal soundsystems nog een eind politieke eind manifestatie gehouden worden.
Net als vorig jaar zijn er vele begunstigde sprekers en actiegroepen om onze doelstelling kracht bij te zetten. Joep Omen komt praten over de problemathiek in Europa en met name Belgie; Willem Vugs en Willem Panders over het hypocryte cannabisbeleid in Nederland; en Jan Frank en Arno Adelaars over verantwoord druggebruik.
De eindtijd als mede het aantal deelemende soundsystems zijn onderdeel van verhitte discussie tussen de stichting en de overheid. Het laatste woord lijkt hierover nog niet gezegd... waar wijzelf een aanmelding deden met een eindtijd van 20:30, drukt de overheid ons met pressie op het hart dat ons 2e jubileum niet later zal eindigen dan 18:30. Dit is voor ons onacceptabel en onwenselijk, wij voelen ons door deze eenzijdige besluiten ernstig bedreigt in ons recht op vrije meningsuiting, maar staan met onze rug tegen de muur.
Op 10 juni bestaat Legalize! 10 jaar. We hadden het graag groots gevierd. Niet alleen mochten we het afgelopen decennium op steeds meer deelnemers aan onze jaarlijkse demonstratie rekenen, ook de activiteiten van de stichting zijn langzaam maar zeker gegroeid: meer kleinschalige acties, meer deelname aan debatten, een EHBD-cursus, deelname aan buitenlandse demonstraties, het maandelijkse War on Drugs journaal etcetcetcetc.
Voor ons plan om na de demonstratie een groots feest op de Kop van Java te organiseren, is door de gemeente Amsterdam een stokje gestoken. Legalize! kon zich niet vinden in de absurd strenge maatregelen die de gemeente aan deze slotmanifestatie stelde. De Amsterdamse bevolking mag dan misschien in grote getale gekozen hebben voor een ander stadsbestuur; wij hebben nog steeds te maken met dezelfde driehoek. In plaats van felicitaties (‘Wat fijn dat jullie vrijwilligers al tien jaar die broodnodige discussie ter tafel brengen en daarnaast de stad verrijken met een groots slotevenement’), kampen wij de laatste jaren meer dan ooit met bestuurlijke tegenwerking in alle denkbare vormen.
Maar de Legalize! street rave is geen evenement waar je een vergunning voor nodig hebt. En dus gaan wij dit jaar weer gewoon de straat op om te demonstreren tegen het hypocriete drugsbeleid. Een weekje later dan eerder werd aangekondigd: de Legalize! street rave vindt dit jaar plaats op zaterdag 10 juni 2006. Het thema is in ieder geval al zonneklaar: ‘Tien jaar Legalize! Terug bij af!’

De Stichting Drugsbeleid organiseert een workshop over verstrekking van cocaïne. Deze zal plaatsvinden op vrijdag 17 februari 2006, van 14 tot 17 uur, in Zalencentrum Trianon, Oude Gracht 252, Utrecht.
De medische verstrekking van heroïne is een succes gebleken. Regering en parlement hebben dan ook besloten om het aantal behandelplaatsen daarvoor uit te breiden.
Dit heeft geleid tot de vraag of ook verstrekking van cocaïne aan dezelfde doelgroep niet een goede zaak zou zijn. De betreffende wethouders van Amsterdam en Rotterdam hebben afgelopen jaar gepleit voor experimenten op dit gebied.
Op hun voorstel is verschillend gereageerd: door sommigen positief, door anderen gereserveerd of afwijzend.
Men zie b.v. de discussiebijdragen in de rubriek “Arena” van het tijdschrift PSY, nr. 11, van 21 oktober van dit jaar.
Gezien het belang van deze zaak gaat de Stichting Drugsbeleid een workshop organiseren over de wenselijkheid en mogelijke uitvoering van een dergelijke verstrekking.
Op deze middag worden allereerst vertegenwoordigers van organisaties van gebruikers uitgenodigd om te vertellen hoe in kringen van gebruikers over zo’n verstrekking wordt gedacht. Vervolgens willen wij een gesprek op gang brengen met mensen die bij dit onderwerp zijn betrokken: politici, beleidsambtenaren, zorgverleners, wetenschappers, buurtbewoners en politie- en justitiemedewerkers.
De discussieleiding is in handen van Erik Gerritsen, gemeentesecretaris van Amsterdam.
De middag wordt ingeleid door dr. Freek Polak, bestuurslid van de Stichting; hij zal ook de verstrekking van amfetamine aan de orde stellen.
Na afloop is er tot 18 uur tijd voor een nagesprek onder het genot van een drankje.

De beurs belooft dit jaar groter dan ooit tevoren te worden. Vorige edities waren in Utrecht maar als gevolg van het blowbeleid van deze gemeente heeft het gelijknamige magazine bedacht dat ze beter naar Amsterdam kon uitwijken. Het is niet te hopen dat Amsterdam ook met verdamp-verboden op de beurs aankomt.
Tot die tijd kun je rustig verdampen in de Legalize! stand -D13- terwijl je bijvoorbeeld het WarOnDrugs-spel speelt met leuke prijzen. Vergeet niet om ons tegeljik wat te doneren in de donatiepot!

Ook al is er nog immer geen besluit opgestuurd: de gemeente heeft ons uitgenodigd voor een gesprek over het niet doorgaan van het festival afgelopen jaar. een bizarre opeenstapeling van fouten maakt de gemeente ieder jaar jegens ons, en nu mogen we erover praten.
We gaan er dan maar van uit dat er iets goeds uit zal komen. mtba!
Het gaat er nu echt van komen! EHBO-team Haagstad & Event Support Crew werken met Stichting Legalize! samen om de EHBD-cursus (EersteHulpBijDrugsongevallen) alsnog vorm te geven.
Erg leerzaam, belangrijk en zeer zeldzaam. In 1997 heeft het Centrum voor Verslavingsonderzoek van de Universiteit van Utrecht aangetoond dat er in het uitgaanscircuit veelvuldig gebruik gemaakt wordt van specifieke drugs. Werkers in de horeca, dienstverleners in de branche en hulpverleners blijken onvoldoende bekend te zijn met deze middelen en de ongewenste effecten. Soms doen zich ongevallen voor als gevolg van druggebruik. Zeer zelden zijn er mensen in de buurt met verstand van zaken die het slachtoffer vakkundig kunnen bijstaan, hierdoor krijgen slachtoffers vaak een verkeerde behandeling. EHBD is een snel groeiende tak van EHBO. Er zijn nog erg weinig EHBD-ers in Nederland. Met deze spoedcursus verwacht Legalize! en EHBO-haagstad excessen te voorkomen. Normaal is een EHBD cursus extreem duur. Door de korte duur van deze cursus zijn wij er echter in geslaagd om de prijs redelijk laag te houden.
allereerst gaan we met een cursusgroep van start voor mensen met een
EHBO-diploma of BIG-nummer. Zodra deze groepen lopen volgen cursusdata en
details over cursussen voorbeveiligers, drughulpverleners, organisatoren en
geintereseerden.
De eerste cursus bestaat uit drie avonden / middagen op de onderstaande

a.. Donderdag 24 november; 19:00u tot 22:30
b.. zondag 27 november 10:30 tot 15:00 (incl. kleine lunch)

De EHBD cursus voor EHBO'ers zal EU 85,- kosten, de andere ehbd cursussen

In samenwerking met Stichting Legalize! organiseert Studio 301 aan de vooravond van de Legalize! street rave een filmavond over de war on drugs. Op 31 mei worden 3 documentaires uitgezonden over de geschiedenis en de huidige stand van de war on drugs in de Verenigde Staten.
De avond begint met Grass, een film over de geschiedenis van de war on marihuana. De film belicht hoe de onderdrukking van Mexicanen de kern vormde tot het verbod; hoe politieke ambities de drugsopsporing met steeds meer geld intensiveerde en hoe er keer op keer tevergeefs werd geprobeerd schadelijke kanten aan de cannabisplant aan te tonen.
Vervolgens zullen twee documentaires de huidige stand van zaken over de war on drugs in de Verenigde Staten belichten: een over ‘de winnaars’ en een over ‘de verliezers’. Oftewel: hoe er heel veel geld wordt verdiend door het opsluiten van drugsgebruikers, die steeds minder rechten en steeds zwaardere straffen krijgen.

We were going to have a demonstration, but we were not allowed to by our city council. The city council prohibited our demonstation on the dam square. We asked for this MMM demonstration even be4 anybody knew Bush would B around.
As soon as we heard the news that he was going to come, we descided to hook up with the www.stopbush.nl demonstration because of this very doubtful Bush visit.
5.000 showed up in terrible w(e)at(h)er. Our Board member D.C Lama togehter with the famous Dutch rapper Def P. sang a song about Bush' s drugs policy, and the Legalize! truck at the end of the demonstration parade warmed the people up.

Every year we present an action for MMM, last year, 270 cities demonstrated on Dana Beals action day. The Legalize! action will be held in Amsterdam; it seems to be clear that this 'most desirable' president himself is coming to check us out: Mr Bush is coming to Amsterdam!! Hulpverleningen worden geregistreerd met behulp van een registratie-instrument. Na afloop van een evenement wordt aan betrokkenen een gedetailleerd evaluatierapport verstrekt.

Heden ochtend hebben actievoerders van Legalize! in weer en wind actie gevoerd voor de Albert Heijn opt museumplein.
Dit naar aanleiding van het feit dat Albert Heijn en Laurus supermarktketens (EDAH, Konmar) niet alleen weigeren om de Nieuwe Revu over legalisatie te verkopen, maar ook omdat is er geen overleg mogelijk is over de verkoop van enig hennepvezelproduct.
Te lang heeft onze stichting stoned toegekeken, en niets gedaan. Hennepvezel is het product van iedere eeuw. Het is een milieuvriendelijke, goedkope en buitengewoon veelzijdige grondstof voor duizenden producten waarvan wij veel gebruik maken in ons leven. Er is een grote MAAR: In Nederland is de hennepvezelindustrie afgelopen maand definitief de nek omgedraaid met het intrekken van de landbouw vergunningen van ruim 50 hennepvezelboeren in Friesland.
Voor alle duidelijkheid: van hennep word je niet stoned. Hennepproducten worden veel verkocht door bijvoorbeeld 'De BodyShop' en vele natuurwinkels.
Deze actie mochten we niet uitvoeren in Amsterdam centrum, want hennepzaad zou een verdovend product zijn. Geacht bestuur van Amsterdam (en Nederland) Hennepzaad is het enige natuurlijke product dat alle 4 de voedingszuren bevat, het bevat geen THC.
De zaden die wij zojuist uitdeelden waren hennepzaden, die mensen makkelijker dan de Revu's cannabiszaden in hun tuin kunnen kweken. Nu de hennepvelden in Friesland dreigen te verdwijnen kunnen dan in ieder geval de zangdieren nog genieten van dit product ; )

Last year Legalize! was also here. We took a huge trailor with speakers from 8 (!) different sound systems and gave the ragga Hanfparade a 'love parade' colour.
Together with a 9 meter big LSD molecule and pumpin' breakcore we showed the kiffers that they should not only fight for industrial hemp but even for all illegal drugs.
On the Amsterdam parade the 'usual suspects' will show up with their system. If this year's parade turns out well for our foundation, we will go to the Berlin parade again with buses and more systems.

The beatiful day started @ the city council with a nice debate. A lot of politicians showed up to try to explain the drug policies. After this there was a very good rave with speeches by Paco and Arno Adelaars.
The spectators then went on boats like a tourist parade through the old Centre of Amsterdam while the sound systems picked them up in Amsterdam North.
In Amsterdam North there was a marvelous festival organised on Papaverweg (poppyroads). Great atmosphere and great weather --> 2B continued!
What an amazing adventure UNO, MDMA and encod brought us! One bus, one van (as a sound system) and a very good reason: every 4 years the UN evaluates their drugspolicies. This is what they are doing now!
For one year we thought we'd try something different: Positive Rave organisation organised a street rave with a festival afterwards. The goal of this nice day was to encounter more beneficial goals as war child, amnesty, etc etc. None of these organisations responded positively and so the rave ended in a meaningless but very nice dance parade and festival.
Legalize organised a big afterparty in one of the nicest squats in Amsterdam, but the party was evicted and the squatters had to leave the place a week later.
Rainy day, but great! Worlds' biggest waterpipe with 64 pipes dampin' on Dam Square, while all 16 sound,systems were stuck there. We should have stayed for 30 minutes on the totally renewed square, but it lasted almost 3 hours before we left the palace of her majesty. Chaos was absolute, but the party even more...
The weather was terrible, so in the end all 2,000 ravers were totally wet, luckily this was no problem as there was a massive afterparty in North Amsterdam (Grasweg do u remember...)
After a financially terrible Legalize! in 1999, the whole crew went off. Some enthousiastic ravers took the project up, and found theirselves a new location for an afterparty. They decided to do as the city council asked them to, so they stopped @ 18:00hrs. The parade was great, and the weater too. There were around 1,000 visitors, and they unanimously said afterwards that this was their best rave ever. Legalize! was still alive...
